Rules, as stated
Redemption floor	Pay with Points at AmexTravel.com requires a minimum redemption of 5,000 points, per the official 'How to Pay with Points' page. That page directs users to a separate Points Value Calculator for actual per-point value and does not state a fixed cents-per-point rate.
Expiration	Membership Rewards points do not have expiration dates, but points can be lost under certain circumstances described in the 'Lose Points' section of the Membership Rewards Terms and Conditions (not detailed on the fetched page).

Could not confirm the current US transfer-partner list or transfer ratios from an official americanexpress.com US page: global.americanexpress.com/rewards/transfer returned HTTP 403 to WebFetch, and the en-us equivalent path (americanexpress.com/en-us/rewards/membership-rewards/travel/airlines) returned HTTP 404. The en-us FAQ and program overview pages that did load explicitly state they do not name specific partners on-page.
A UK-locale page (americanexpress.com/en-gb/rewards/membership-rewards/travel/airlines/) DID load and listed partners (British Airways, Cathay, Delta, Emirates, Flying Blue, Iberia, Qantas, Qatar, SAS, Singapore KrisFlyer, Virgin Atlantic, ALL Accor, Hilton Honors, Marriott Bonvoy, Radisson Rewards, Club Eurostar, Nectar) with ratios, but this is the UK Membership Rewards program, not the US program this site's US audience uses, and partner rosters/ratios differ by market -- excluded per zero-fabrication rule rather than presented as US data.
No cents-per-point 'Pay with Points' redemption rate was stated on any fetched official page.
